Animal Welfare Standards to be Set in Japan

Although we have been working with our partners at the Japanese Association of Zoos and Aquariums (JAZA) for many years, last year saw the start of a new project between Wild Welfare and JAZA. Wild Welfare’s philosophy has always been to work in collaboration with individual facilities, associations, NGO’s and governments to improve the welfare standards for wild animals in captivity around the globe. As part of this collaborative approach we are supporting the World Association of Zoos and Aquariums (WAZA) in their initiative that all national and regional zoo and aquarium associations have a welfare audit and accreditation process in place by 2023. This means that all the animals within member facilities will be given the opportunity to experience a life where they can thrive through the provision of a varied and healthy diet, a stimulating habitat, and a good system of health care. The overall aim is to ensure that all members of an association are reaching a specified standard of welfare for their animals which is assessed by auditors. Wild Welfare has a successful track record in this area as our staff are experts in the field of animal welfare and auditing practices.

The procedure we use involves assisting facilities and associations in developing their own animal welfare standards and then training personnel to carry out effective audits against the prescribed welfare standards. These are set by the association or our own Core Fundamental Standards of Practice for Captive Wild Animals. Our expertise and training has led to the development and rollout of other association accreditation systems. Examples of this can be seen within the Association of Brazilian Zoos and Aquariums (AZAB) and the Southeast Asian Association of Zoos and Aquariums (SEAZA).

JAZA started the process of developing their own animal welfare standard for the membership in 2021 and throughout the past year Wild Welfare has given guidance on this course of action. After many conversations via email, editing of documents, translations and reviews, we were in a position to have the first of many virtual meetings to discuss the document in finer detail. This month that initial meeting took place which saw Wild Welfare director, Simon Marsh, and Wild Welfare’s field director, Dave Morgan meet online with the dedicated team from JAZA who are driving forward this important document.

Simon Marsh said “Assisting the Japanese Association of Zoos and Aquariums in the development and implementation of their animal welfare standards is crucial to help their members reach good animal care and positive outcomes for the animals in captivity. This standard covers all aspects of zoo and aquarium operation which can impact animal welfare, so when a facility achieves accreditation we can be confident they are thinking about how to meet all the welfare needs of every individual animal under their care”

Dave Morgan commented “I am deeply impressed with our JAZA colleagues determination to meaningfully tackle the significant, sensitive and controversial issues in the field of captive wild animal welfare in their country. Their receptivity to non-traditional approaches to animal welfare is very encouraging and their willingness to develop a review process involving a standard of animal welfare of an international calibre and on-site audits against this standard is immensely gratifying.”

The meeting was very productive and some difficult topics were covered. As part of Wild Welfare’s method we advise and guide, but it is led by the association and they had to navigate cultural attitudes, membership views, and national legislation. The end result is a document which meets good animal welfare standards and can be enforced by the association. These initial discussions clarified Wild Welfare’s views and our understanding of the proposed JAZA Animal Welfare Standard. This helps find common ground on definitions and terms to be used in the standard, which can sometimes be lost in translation. We also discussed what is covered in the standard such as the acquisition of species, feeding and nutrition, and aspects of education and public viewing of animals under veterinary care.

Over the coming months we are scheduling several more meetings to refine and finalise the JAZA Animal Welfare Standard. The plan is to focus on the process of auditing and accrediting a facility, the review of facilities not meeting the required standard, and the training of auditors. Wild Welfare is committed to making sure we live in a world where every captive wild animal is able to thrive and live a good life, and by working with JAZA and other associations, we can improve the lives of hundreds of thousands of animals around the world.

Wild Welfare has been collaborating with Japanese facilities and organisations for many years, leading to significant and positive changes for animals within the country. Recently the charity also launched their comprehensive guide to animal care and welfare in Japanese and look forward to further actions with partners within the country in the future.

日本における動物福祉基準の設定について

Wild Welfareは日本動物園水族館協会と共同で評価制度の開発及びトレーニングを行なっています。

日本動物園水族館協会（JAZA）のパートナーとは長年にわたって協力関係にありますが、昨年、Wild WelfareとJAZAによる新しいプロジェクトが始まりました。Wild Welfareの理念は、常に個々の施設、協会、NGO、政府と協力し、世界中の飼育下にある野生動物の福祉基準を向上させることにあります。この共同アプローチの一環として、世界動物園水族館協会（WAZA）が主導しすべての国と地域の動物園水族館協会が2023年までに福祉監査と評価プロセスを導入することを私たちは支援しています。これは、加盟園館内のすべての動物が、多彩で健康的な食事、刺激的な生息環境、および優れたヘルスケアシステムを通じて、生き生きとした生活を体験する機会が与えられることを意味します。全体的な目的は、協会の全会員が、監査人により評価された動物福祉の規定基準に達していることを確認することです。Wild Welfareは、動物福祉の分野と監査実務の専任スタッフが、この分野で成功した実績を持っています。

私たちが使用する手順には、園館や協会が独自の動物福祉規定を策定するのを支援し、規定された福祉基準に照らし合わせて効果的な監査を行うための人材育成が含まれています。これらは、協会が定めたもの、あるいは私たち独自の「飼育野生動物のためのコア基本実施規定」です。私たちの専門知識とトレーニングは、他の協会の認証システムの開発と展開に寄与しました。例えば、ブラジル動物園水族館協会（AZAB）や東南アジア動物園水族館協会（SEAZA）です。

Dave Morganは、「私は、JAZAの会員が、自国の飼育下の野生動物福祉の分野で、重要かつ繊細で、物議を醸す問題に有意義に取り組もうとする決意に深く感銘を受けています。また、動物福祉のための従来とは異なるアプローチに対する彼らの柔軟性は、とても励みになり、国際的な水準の動物福祉基準と、この基準に照らした現地監査を含む評価プロセスの開発にも意欲的で、とても満足しています」とコメントしました。

会議は、難しいトピックスも取り上げられ、非常に生産的なものとなりました。Wild Welfareの手法として、私たちはアドバイスとガイドを行いますが、それは協会が主導するものであり、彼らは文化的慣行、会員の見解、国の法律などを調整する必要がありました。最終的には、優れた動物福祉基準を満たし、協会が施行できるドキュメントが出来上がります。この最初の話し合いにより、Wild Welfareの見解と提案されたJAZA動物福祉基準の理解が明確になりました。これにより、翻訳中に失われることもあった基準の定義や用語の共通認識を見出すことができます。また、種の取得、給餌や栄養、獣医学的ケアにある動物の教育や一般公開の側面など、基準でカバーされている内容についても話し合いました。

今後数ヶ月の間に、JAZA動物福祉基準をより洗練させ、最終的に完成させるために、さらにいくつかの会議を予定しています。今後は、園館の監査・評価プロセス、要求基準を満たしていない園館の評価、監査員の育成などに重点を置いていく予定です。Wild Welfareは、すべての飼育下の野生動物が生き生きとし、良い生活を送ることができる世界に私たちが暮らせることを約束し、JAZAや他の協会と協力することで、世界中の数十万頭もの動物の生活を向上させることができます。

Wild Welfareは、長年にわたり日本の園館や組織と協力し、日本の動物にとって重要かつポジティブな変化をもたらしてきました。また、最近、日本語による「野生動物の福祉について：デジタル教育プログラム」も発行しました。今後、日本国内のパートナーとともに、さらなるアクションを起こすことを楽しみにしています。
